From what I recall, EditVoicepack X had an error that could result in this – but I can’t remember if it was from manually editing modifications or importing modifications.

It is possible to restore the file to the last time you updated your flight simulator installation:

Close EditVoicepack
Open the folder
C:\ProgramData\EditVoicepackX\Updater
in Windows Explorer. It is a hidden folder, but it will open if you copy paste the name into the address bar of Windows Explorer.
Select the file
EditVoicepackData.xml.gzip
and select Copy
Go to the parent folder
C:\ProgramData\EditVoicepackX
Select paste. Confirm overwriting the file
Start EditVoicepack again.
