Hello,
I followed the tutorial for adding voices to ATC on a modified afcad, but I cannot seem to get the voice phases to show up in the sim. ATC is still referred to as “ground” or “tower” without the airport name. I am trying to add the phrase “North Bend” to correlate with the ATC services provided at KOTH airport. The default airport in the sim uses the old FSS/Unicom setup that this airport had before they put a tower in. What am I missing here? (I added links to the screenshots because I was unable to upload them directly here)

Based on your ICAO modification EditVoicepack will automatically create the Agent modification needed.
The identifier of this agent modification will be set to the Phrase of your ICAO modification. In your case “NORTH BEND”.
Looking at your airport Comms list, you do for example have an agent of type “TOWER” with the name “NORTH BEND TOWER”. As the name “NORTH BEND TOWER” is not identical to the identifier created (“NORTH BEND”), the ATC speech engine will not find the modification.
The standard use by Microsoft when creating the ATC system as to avoid including the type in the name of the agent. If you look at the tutorial Creating an Airport Modification step 2, you can see a screenshot of the agent names for Aalborg airport AKYT (not the ones highlighted with the red frame). You will see ground, tower and approach all have the name “AALBORG” – none of them have TOWER etc included in the name.
So simply changing the agent names to “NORTH BEND” in the airport scenery files should fix the problem.
